Frequency IS what determines whether a wave is inonizing or not. . . . so yes at a certain frequency it damages cells; however, that frequency is MUCH higher than cell phones emit (by a factor of about a billion) the difference from 1. 9 GHz (newer cell phones) to 3 Billion+ GHz (x-rays and gamma rays, which are ionizing and actually damaging to tissue)
